H.R. 1028 (Protection of Women in Olympic and Amateur Sports Act)

 

Sponsor: Rep. W. Gregory Steube (R‑FL‑17)

 

Purpose: This bill defines “male,” “female,” and “sex” in federal law for the purposes of amateur sports. It will require amateur athletic organizations (including Olympic‑affiliated bodies) to base female sports eligibility on biological sex.

 

Effect: National governing bodies for amateur sports would be required to enforce sex‑segregated categories based on biological definitions.

H. J. Res. 139 (The Balanced Budget Amendment)

 

Sponsor: Rep. Andy Biggs (R‑AZ‑5)

 

Purpose: This bill proposes an amendment to the U.S. Constitution requiring the federal government to maintain a balanced budget. It prohibits total federal outlays from exceeding total federal receipts unless Congress approves an exception by a supermajority vote.

 

Effect: The bill would take effect five years after ratification in order for Congress to make adjustments. Congress would be constitutionally barred from running budget deficits. Any increases in the federal debt would require a three‑fifths vote in both the Senate and House.The President would be required to submit a balanced budget each fiscal year. Any emergency exceptions (war, national emergency) would require a congressional supermajority. If this bill is ratified by three‑fourths of state legislatures, it would permanently change federal fiscal policy.
