The House Rules Committee, founded in 1789, is chaired by Rep. Virginia Foxx (R‑NC) with Rep. Jim McGovern (D‑MA) serving as Ranking Member. It has 13 members in the 119th Congress and controls how and when bills reach the House floor, including debate terms and amendment rules. Often called the “traffic cop” of the House, it shapes nearly every major piece of legislation.
