Purpose: Strengthen immigration enforcement in response to violent crimes committed by noncitizens. Kayla Hamilton was a 20‑year‑old woman from Aberdeen, Maryland, who was murdered in July 2022. Her case drew national attention because the perpetrator was a teenage MS‑13 gang member who had entered the U.S. illegally just months earlier. Kayla was found dead in her mobile home by her boyfriend. Investigators determined she had been bound, sexually assaulted, and strangled. The perpetrator, Walter Javier Martinez, was 16 at the time, originally from El Salvador, and affiliated with the MS‑13 gang. 

 

Effects: Tightens vetting and enforcement measures, increases accountability for immigration-related criminal cases, and highlights public safety concerns tied to immigration policy.
